Raouf S. Ghali
Raouf S. Ghali is Hill's Chief Executive Officer. As CEO, Mr. Ghali oversees Hill’s operations, implements short-and long-term strategic plans, and grows Hill’s businesses in current and new markets. He also acts as the main point-of-contact between Hill’s Board of Directors and the Company’s operations.
Mr. Ghali has been with Hill since 1993, serving in several leadership positions before assuming the CEO title in 2018. He served as President and COO from 2015 to 2018, President of Hill’s Project Management Group (International) from 2005 to 2015, Senior Vice President from 2001 to 2004, and Vice President from 1993 to 2001.
Over the course of his nearly 30-year career, Mr. Ghali has helped to deliver complex, high-profile building projects for clients around the world, including iconic commercial and high-rise developments, defense facilities, and theme parks in the United States, Europe, Asia, and the Middle East. Mr. Ghali has expertise in project cost control, financial analysis, planning and scheduling, procurement and contract administration, claims analysis, and accounting. He is also fluent in five languages.
Mr. Ghali earned a B.S. in Business Administration/Economics and an M.S. in Business Organizational Management from the University of LaVerne.
William H. Dengler Jr.
William H. Dengler, Jr. is Executive Vice President and Chief Administrative Officer of Hill International, Inc. reporting to the Chief Executive Officer on a broad range of legal and business issues. His responsibilities include managing Human Resources, Insurance, Legal, Marketing, and Information Technology departments. Bill also serves as Corporate Secretary for the company and all of its subsidiaries worldwide.
Bill has been with Hill since 2001, serving in several leadership positions before assuming the EVP and CAO titles in 2018. He served as Executive Vice President and General Counsel from 2016 until 2018, Senior Vice President and General Counsel from 2007 to 2016, Vice President and General Counsel from 2002 to 2007, and Corporate Counsel from 2001 to 2002.
Prior to joining Hill in 2001, Bill was Assistant Counsel to former New Jersey Governor Christine Todd Whitman and former Acting Governor Donald DiFrancesco. Bill was responsible for advising the governor on policy and legal issues affecting state transportation, environmental, gaming and other authorities, commissions and public corporations. Bill also reviewed operating and capital budgets and provided direction regarding personnel decisions of the state authorities and public corporations, including labor relations and collective bargaining issues related to various public employee unions.
As Associate Attorney at Pennington & Thompson, P.C., Bill handled complex, multi-party civil litigation matters, with an emphasis on the defense of professional liability claims against engineers, architects and other design professionals and defense of product liability claims.
An Associate Attorney with Madden, Madden & DelDuca, P.A., Bill handled insurance defense, commercial and personal injury litigation matters. He was involved in discovery, arbitration, trial and appellate processes in the state and federal courts. Bill conducted real estate transactions, provided land use representation, and performed estate planning and administration.
Mr. Todd Weintraub is Hill International, Inc.'s Senior Vice President and Chief Financial Officer. Mr. Weintraub has nearly 30 years of experience, including serving as CFO, Corporate Controller, Director of Accounting and Accounting Manager for six publicly traded companies. In addition, Mr. Weintraub has served on the Board of Directors for multiple companies, including International Matex Tank Terminals, Atlantic Aviation, Macquarie Renewable Energy Holdings, Hawaii Gas, and Parking Company of America, where he was Chair. As CFO, Mr. Weintraub has been a key contributor whose companies have produced above market shareholder returns. He has a proven track record of implementing effective financial controls and operational improvements, deploying growth capital, executing mergers and acquisitions, managing a portfolio of operating businesses, optimizing capital structure and performing capital markets activities and investor relations. Mr. Weintraub graduated Magna Cum Laude from Siena College in 1990.
Elizabeth J. Zipf, LEED AP BD+C
Elizabeth J. Zipf, LEED AP BD+C, is Senior Vice President in charge of the company’s global marketing efforts. Ms. Zipf has more than 25 years of experience in the A/E/C industry in marketing, branding, corporate communications, business development strategy, long-term business planning, and managing staff across multiple offices. She has been accountable for the quality and consistency of marketing and communications materials, researching industry trends and opportunities, developing long-term marketing strategies, and supporting senior principals in all of their marketing and business development efforts. This includes special projects; business development research; budget, design, writing, and production of trade show events; web site development; and direct mail campaigns.
Ms. Zipf is a member of the Construction Management Association of America, Society of Marketing Professional Services and Urban Land Institute Philadelphia, and volunteers with the Philadelphia Chapter of the American Institute of Architects on special projects. Ms. Zipf completed coursework at Rowan University and is a LEED Accredited Professional, Building Design and Construction.
Shayn Spingler is Senior Vice President Global Information Technology, reporting to Executive Vice President and Chief Administration Officer William Dengler, Jr. She will be responsible for the Company’s information technology needs throughout the firm’s more than 50 offices in 25 countries.
Ms. Spingler has more than 25 years of experience, including the last four with Hill International during which time she was Vice President of Management and Technical Services and Director of Systems and Development. She is responsible for leading the strategy to improve efficiency and technology advancements for the firm’s software product solutions and network and server architecture. She also oversees a multi-million dollar Global IT Budget, including vendor management and contract negotiations. Additionally, Ms. Spingler is responsible for all cyber-security measures, as well as IT compliance in Privacy Shield and GDPR.
Her previous experience includes serving as Manager, IT Applications for TRAC Intermodal, after spending more than 11 years at AAA Mid-Atlantic where she progressed from Developer to Manager of Applications and Development to Director of Applications and Development.
She earned her Bachelor’s Degree in Computer Science/Business from Kutztown University.
Aileen Schwartz Esq.
Aileen R. Schwartz is Senior Vice President, Senior Corporate Counsel US and Privacy Officer, reporting to the Executive Vice President and Chief Administrative Officer on a broad range of legal and business issues. She is also Assistant Secretary to the Hill Board of Directors. Her responsibilities include contract and lease review and negotiation, litigation management, mergers and acquisitions, advising on employment law, human resource investigations, implementation and compliance worldwide with privacy laws, and response and prevention to cybersecurity breaches.
Prior to joining Hill, Ms. Schwartz was General Counsel to The Quaker Group, a privately owned company that specialized in real estate development and construction. She also served as President of Quaker Construction, Inc., Human Resource Coordinator, and Corporate Secretary to The Quaker Group. Ms. Schwartz is a generalist and has extensive experience within a wide variety of areas, including corporate, litigation, contracts, insurance, employment, privacy, mergers and acquisitions, and real estate and construction law.
Ms. Schwartz earned a B.A. in Fine Arts and English from The University of Pennsylvania, College of Arts and Sciences, and a J.D. from The University of Pennsylvania Law School in Philadelphia. She is licensed to practice law in New Jersey, Pennsylvania, and the District of Columbia, as well as before the U.S. Court of Appeals for the Third Circuit and the U.S. Supreme Court.

Jose Luis Romero Hidalgo
Jose Luis Romero Hidalgo is Senior Vice President, Senior Corporate Counsel (International) and Compliance Officer, reporting to Executive Vice President and Chief Administrative Officer William Dengler, Jr. Mr. Romero is responsible for reviewing and assisting in bid and tender opportunities, reviewing and negotiating contracts, and litigation management. He is also responsible for assisting with labor issues and handling insurance and risk issues as well as compliance and corporate matters.
Prior to joining Hill, Mr. Romero was Secretary to the Board and Chief Legal Counsel for a Spanish real estate developer, where he managed all corporate legal issues and participated in the design and execution of the firm’s business strategy. Mr. Romero also served as Director of the Legal International Department to one of the largest international contractors in Spain. His experience includes projects developed in North and South America, Europe, Africa and Asia.
He earned a Bachelor’s Degree in Law at Universidad Autónoma de Madrid and a Master’s Degree of Science in Management (Sloan Fellows) at the Massachusetts Institute of Technology (MIT.)
Tiffany Harmon Banks
Tiffany Harmon Banks is Senior Vice President of Human Resources in charge of the company’s HR initiatives throughout the Americas. In this role, Ms. Banks develops and executes strategic human resources plans that ensure professional development, HR policy and procedure development, benefit management, organizational design and leadership, compensation administration, Hill’s human resource information system, and retention initiatives are all aligned with the company’s goals and strategic plans. Her other areas of expertise include building a company culture, equal employment opportunity best practices, managing diversity initiatives, HR metrics, recruiting, developing and implementing mentoring programs, and project management.
Ms. Banks has worked in Hill’s corporate headquarters since 2008 and has more than 20 years of HR experience in fields including law, media, finance, and construction. After receiving her B.A. in Communications from Temple University, Ms. Banks earned a J.D. from Villanova University School of Law. In addition, Ms. Banks is a member of the Society for Human Resource Management.
