Paul Evans Interim Chief Executive Officer and Director
Paul Evans has been Interim Chief Executive Officer since May, 2017. In addition to his position as ICEO, he has been a Director on the Board of Directors since August, 2016. From January 2012 to October 2015, Mr. Evans served as Vice President, Chief Financial Officer and Treasurer of MYR Group, President of MYR Real Estate Company and MYR’s Principal Financial and Chief Accounting Officer. MYR Group is one of largest transmission, distribution, substation and inside electrical contractors in the United States and Canada. From February 2010 to December 2011, Mr. Evans was Chief Executive Officer of Conex Energy Corporation, a privately-held company that developed renewable energy projects. From 2002-2009 he served as Treasurer and Corporate Officer of NorthWestern Energy, a multi-state utility that provides electricity and natural gas services to over 700,000 customers. Prior to NorthWestern Energy, Mr. Evans was the Vice President of Finance at Duke Energy North America and also Executive Director of Project Finance at NRG Energy. Mr. Evans has held various positions in public accounting and internal auditing. Mr. Evans is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants. Mr. Evans holds a B.B.A. in Accounting from Stephen F. Austin State University and a Masters of International Management from Thunderbird School of Global Management.
Raouf S. Ghali is Hill's President and Chief Operating Officer, with management responsibility for all of the company’s business operations. Prior to his position as COO, he served in a variety of positions at Hill, including President of Hill’s Project Management Group (International) from 2005 to 2015, Senior Vice President from 2001 to 2004 and Vice President from 1993 to 2001. Mr. Ghali has nearly 30 years of experience in project cost control, financial analysis, planning and scheduling, procurement and contract administration, claims analysis, accounting and procurement. He has worked on commercial buildings, office buildings, defense facilities, food processing facilities and theme parks, including development of EuroDisney in Paris, France. Mr. Ghali has extensive knowledge of starting up projects and successfully managing all field construction and project matters. He is also fluent in five languages and has worked throughout the United States, Europe, Far East and the Middle East.
Mr. Ghali earned a B.S. in Business Administration/Economics and an M.S. in Business Organizational Management from the University of LaVerne.
Marco Martinez joined Hill as Senior Vice President and Interim Chief Financial Officer in November 2017. Marco manages the firm’s financial affairs and is responsible for accounting, financing, taxes and financial and reporting analysis. Prior to joining Hill, Martinez served as Senior Vice President and CFO for Pernix Group, Inc., a construction company in government, commercial, industrial and power sectors. Before joining Pernix, Martinez held several financial and operational leadership positions, including Vice President and CFO, at MYR Group, a specialty contractor serving the electrical infrastructure industry in the U.S. and Canada. Martinez holds a Master of Science in Corporate Finance and a Bachelor of Business Administration in Public Accounting from Loyola University Chicago.
William H. Dengler Jr. is Executive Vice President and General Counsel, reporting to the Chairman and Chief Executive Officer on a broad range of legal and business issues. His responsibilities include contract review and negotiation, litigation management, mergers and acquisitions, insurance and risk management regulatory compliance and corporate administration.
Prior to joining Hill, Mr. Dengler was Assistant Counsel to former New Jersey Governor Christine Todd Whitman and former Acting Governor Donald DiFrancesco. Mr. Dengler was responsible for advising the governor on policy and legal issues affecting state transportation, environmental, gaming and other authorities, commissions and public corporations. Mr. Dengler also reviewed operating and capital budgets and provided direction regarding personnel decisions of the state authorities and public corporations, including labor relations and collective bargaining issues related to various public employee unions.
As Associate Attorney at Pennington & Thompson, P.C., Mr. Dengler handled complex, multi-party civil litigation matters, with an emphasis on the defense of professional liability claims against engineers, architects and other design professionals and defense of product liability claims.
Mr. Dengler earned a B.A. in Political Science from Western Maryland College and a J.D. from Rutgers University School of Law at Camden. He is licensed to practice law in New Jersey, as well as before the U.S. Court of Appeals for the Third Circuit and the U.S. Supreme Court.
