Irvin E. Richter is Founder, Chairman and CEO of Hill International, a worldwide construction consulting firm specializing in project management and construction claims consulting. Founded by Mr. Richter in 1976, Hill evolved into a leader in the construction consulting industry pioneering services such as Construction Claims, The Project Neutral®, an alternative to construction litigation and Project Management Oversight, which became an industry staple for project monitoring. Today, Hill is ranked among the top 10 project management firms in the nation by Engineering News-Record. Hill has managed the construction of noted projects such as the U.S. Supreme Court Building modernization, the Comcast Center in Philadelphia, the World Trade Center Site Downtown Restoration Program and the creation of Palm Islands, man-made, palm tree-shaped islands in the Persian Gulf.
Mr. Richter was also the Chairman and CEO of Hill's former subsidiary, Gibbs & Hill, Inc., an international power and transportation engineering firm and served as Chairman of its Taiwanese joint venture company, Gibsin Engineers, Ltd.
Mr. Richter is a member of the World Presidents' Organization (WPO) and the Construction Industry Round Table (CIRT). He is a current or past member of the Board of Trustees of Rutgers University, the Board of Directors of the Construction Management Association of America (CMAA), the Board of Governors of Temple University Hospital and the Board of Directors of the ACE Mentor Program. He was honored as a Distinguished Alumnus from both Wesleyan University and Rutgers University School of Law, Camden. In 2002, Mr. Richter was made a Fellow by the CMAA for his contributions to the construction management industry. At that time, he was one of only 17 Fellows in the history of the organization.
Mr. Richter holds a B.A. from Wesleyan University and a J.D. from Rutgers University School of Law at Camden and is a member of the New Jersey and Pennsylvania bars.
David L. Richter is President and Chief Operating Officer of Hill International. He has management responsibility for all of Hill's business operations, as well as oversight of the company's administration, human resources, information technology, marketing and legal departments. Prior to his current position, Mr. Richter was President of Hill's Project Management Group from 2001 to 2004. Prior to that, he was Hill's Senior Vice President and General Counsel from 1999 to 2001, and Vice President and General Counsel from 1995 to 1999. Mr. Richter has also been a member of Hill's Board of Directors since 1998. Prior to joining Hill, he was an attorney with the New York City law firm of Weil, Gotshal & Manges, LLP.
Mr. Richter is a member of the Young Presidents' Organization and he served on the Board of Directors of the Construction Management Association of America from 2001 to 2007. He has been admitted to practice law by the bars of New York, New Jersey, the U.S. District Court for the District of New Jersey and the U.S. Supreme Court.
Mr. Richter has been named to "40 Under 40" lists of distinguished young professionals by Business News New Jersey magazine (2002), the Philadelphia Business Journal (2005), and Building Design & Construction magazine (2006). In 2003, he was selected as a prestigious David Rockefeller Fellow by the Partnership for New York City. In 2007, Mr. Richter received the Global Excellence Award from the Society of Indo-American Engineers and Architects of New York.
Mr. Richter earned his B.S. in Management, his B.S.E. in Civil Engineering, and his J.D. from the University of Pennsylvania. During law school, he was senior editor of the University of Pennsylvania Journal of International Business Law.
John Fanelli III C.P.A. Senior Vice President and Chief Financial Officer
John Fanelli III is Senior Vice President and Chief Financial Officer of Hill International. Mr. Fanelli oversees all of the firm's financial functions and is responsible for accounting, taxes, Sarbanes Oxley compliance, cash management, and internal and external financial reporting and analysis. He has nearly 30 years of experience in accounting, auditing and finance, primarily for publicly-traded companies. Prior to joining Hill, Mr. Fanelli was Vice President and Chief Accounting Officer from 2003 to 2006 with CDI Corp. (NYSE:CDI), a Philadelphia-based professional services and outsourcing firm with expertise in engineering, technical services and information technology.
Before that, he worked for 18 years for Hunt Corporation, then a New York Stock Exchange-traded manufacturer and marketer of office products. At Hunt, he served as Vice President and Chief Accounting Officer, from 1995 to 2003, and before that as Director of Budgeting, Financial Analysis and Control, from 1985 to 1995. Before that, Fanelli spent eight years in various accounting and auditing positions with PricewaterhouseCoopers (previously Coopers & Lybrand). Mr. Fanelli also served as an independent Financial Consultant, providing financial consulting services to businesses.
Mr. Fanelli earned his B.S. in accounting from LaSalle University. Mr. Fanelli is a member of the Pennsylvania Institute of Certified Public Accountants and is a certified public accountant in Pennsylvania.
Ronald F. Emma C.P.A. Senior Vice President and Chief Accounting Officer
Ronald F. Emma is the Senior Vice President and Chief Accounting Officer of Hill International. In this capacity, Mr. Emma's primary responsibilities include the management of internal financial control and planning.
With his experience in construction cost analysis and auditing, Mr. Emma also participates as a consultant for Hill International, Inc. His consulting includes defending against a $13 million claim on the construction of a wastewater treatment plant. Mr. Emma also provided auditing and claims analysis and testified against a claim on the construction of a major metropolitan transit system.
Prior to joining Hill, Mr. Emma was the Assistant Controller of General Energy Resources Inc., a holding company for seven mechanical contracting companies specializing in power piping. In this capacity, he was involved in the management of all financial areas, including financial planning, cash control and current operating results. In addition, Mr. Emma was a Staff Accountant for Deloitte Haskins & Sells, Certified Public Accountants.
Mr. Emma has a B.S. in accounting from St. Joseph's University. He is a Certified Public Accountant, certified by the State of New Jersey. Mr. Emma also is a member of the American Institute of Certified Public Accountants and the New Jersey State Society of Certified Public Accountants.
William H. Dengler Jr. Senior Vice President and General Counsel
William H. Dengler is Senior Vice President and General Counsel of Hill International reporting to the Chairman and CEO on a broad range of legal and business issues. His responsibilities include contract review and negotiation, litigation management, mergers and acquisitions, insurance and risk management regulatory compliance and corporate administration.
Prior to joining Hill, Mr. Dengler was Assistant Counsel to former New Jersey Governor Christine Todd Whitman and former Acting Governor Donald DiFrancesco . Mr. Dengler was responsible for advising the governor on policy and legal issues affecting state transportation, environmental, gaming and other authorities, commissions and public corporations. Mr. Dengler also reviewed operating and capital budgets and provided direction regarding personnel decisions of the state authorities and public corporations, including labor relations and collective bargaining issues related to various public employee unions.
As Associate Attorney at Pennington & Thompson, P.C., Mr. Dengler handled complex, multi-party civil litigation matters, with an emphasis on the defense of professional liability claims against engineers, architects and other design professionals and defense of product liability claims.
Mr. Dengler earned a B.A. in Political Science from Western Maryland College and a J.D. from Rutgers University School of Law at Camden. He is licensed to practice law in New Jersey, as well as before the U.S. Court of Appeals for the Third Circuit and the U.S. Supreme Court.
Thomas J. Spearing III Senior Vice President and Chief Strategy Officer
Thomas J. Spearing III is Senior Vice President and Chief Strategy Officer of Hill International. In this position, Mr. Spearing is involved in the development of new clients and new markets in order to position Hill for continued growth, through both business development efforts and acquisitions, and in addition will be involved in assisting with the development and implementation of Hill's strategic business plan.
Mr. Spearing has over 20 years of operational and business development experience in engineering and construction management. Prior to joining Hill, he worked for more than ten years with STV Group, Inc., an engineering and construction management firm, most recently as Principal in charge of their Western Region. Before that, Spearing was their Senior Vice President and Chief Strategic Growth Officer.
Before joining that firm, he was a Vice President of business development with Hill.
Spearing earned his B.B.A. in computer and information science from Temple University, a B.S. in construction management and a B.S. in civil engineering from Spring Garden College, and a M.S. in management from Rosemont College. He is a member of the American Public Transportation Association, the Women's Transportation Seminar, New Jersey Business & Industry Association, the Southern New Jersey Development Council, and the New Jersey Alliance for Action, among others.
Catherine H. Emma PHR Senior Vice President and Chief Administrative Officer
Catherine H. Emma is Senior Vice President and Chief Administrative Officer of Hill International. Ms. Emma is responsible for all global administrative and human resource functions. She has been with the firm for over 25 years actively planning and managing employee relations for hundreds of employees throughout the world.
Ms. Emma has been instrumental in the development of several programs that directly benefit Hill employees and their families, including a flexible benefits program, salary and wage administration, employee relations, recruiting program and upgraded HRIS system. She oversees the company's property and casualty insurance program, as well as its safety programs and OSHA adherence.
Ms. Emma also has implemented equal opportunity legislation and procedures to prevent wrongful discharge and employment discrimination, and led the development of formalized corporate policies and procedures. She has spearheaded the creation of in-house seminars and other training programs to educate employees on topics ranging from sexual harassment to health maintenance, improving productivity, and enhancing communication.
Ms. Emma is certified by the Society for Human Resource Management as a Professional in Human Resources (PHR) and holds professional memberships from Tri-State Human Resources, Society for Human Resource Management and the BNA Human Resources Personnel Policies Forum.
Michael J. Petrisko Vice President and Chief Information Officer
Michael J. Petrisko is Vice President and Chief Information Officer of Hill International. Mr. Petrisko is based out the company's headquarters in Marlton, New Jersey.
Mr. Petrisko has more than 20 years of information technology experience, primarily in the engineering and construction industry. Prior to joining Hill, he was Director of Global IT Operations for AECOM Technology Corp., a global architecture, engineering and construction management firm with more than 30,000 employees. Before that, Petrisko was Vice President and Chief Information Officer for AECOM subsidiary DMJM Harris, Inc. Before that, he was Director of Technical Services for Foster Wheeler Corp., an engineering and construction services firm.
Petrisko studied management information sciences at Thomas Edison State College and he is a member of the New Jersey Society of Information Management.
John P. Paolin Vice President of Marketing and Corporate Communications
John P. Paolin is responsible for Hill's global marketing and communications including advertising, public relations, promotions, cooperative initiatives, database systems and Internet marketing. He oversees the development, implementation and management of the firm's CRM system which provides state-of-the-art international business intelligence relating to projects, professionals and clients. He works with industry partners and associations to develop strategic marketing initiatives that help educate owners, contractors and designers through seminars, white papers and other interactive mediums.
Prior to joining Hill International, Mr. Paolin was a Regional Manager of a publicly traded Internet business solutions organization, managing a staff of 30 Internet engineers and over 400 clients.
Prior to that Mr. Paolin founded, owned and operated Realshare Inc., a marketing and communications firm, for over 10 years. Realshare specialized in database management, direct marketing and marketing research. With a strong focus in the construction market, Realshare provided marketing services to the largest home builders in the country including Pulte Homes, Ryland Homes, Centex Homes, Toll Brothers and Kaufman and Broad to name a few. Realshare was the first firm to provide the housing industry with weekly homebuyer market share statistics and was one of the first firms to design and implement an electronic CRM database management system for the home building industry. Realshare was acquired by IBS Interactive in 1999.
Mr. Paolin earned a B.S. in Marketing from St. Joseph's University and is an MBA candidate at Rutgers University, Camden.
Gregg D. Metzinger Vice President of Global Recruiting and Staff Augmentation
Gregg D. Metzinger is Vice President of Global Recruiting & Staff Augmentation with Hill International. Mr. Metzinger is a Human Resources generalist with over 25 years of diversified experience in the construction engineering, aerospace, food processing, automotive and hospitality industries. His expertise covers staff planning and search, benefits administration, safety management, employee relations, organizational design, compensation planning, succession planning, training and development, WC and UI case management, affirmative action, client-focused generalist support and functional management.
As a former Director of Human Resources and Recruiting for Hill International at the Marlton, New Jersey headquarters, Mr. Metzinger was responsible for providing recruiting expertise to all of Hill's offices both domestic as well as international. In addition to recruiting, he also managed the organization's employment, training and development, and safety, Affirmative Action, benefit administration, and employee relations functions.
Mr. Metzinger also works with the Project Management Group to provide management consulting services to Hill's clients on Human Resources issues.
Prior to joining Hill, Mr. Metzinger served as Director of Personnel for The Adam's Mark Hotel & Resorts in Philadelphia, Pennsylvania.
Mr. Metzinger earned a B.S. in Personnel and Labor Relations and an M.B.A. in personnel management from La Salle University.
